I beg to report that on 9th May, Mr. Burnett,
Manager of the China Mail newspaper and myself proceeded to Canton to interview Mr. Tsang Yung-pao, Director of the Political Department of the Chinese Nationalist Revolutionary Armies.
On the morning of 10th May, we called at H.M. British Consulate, Shameen, and interviewed Mr. Brennan who placed us under the charge of Mr. Hall, the Vice-Consul.
At 12.45 p.m., Mr. J. Braga, Reuter's Correspon- dent, Canton, joined us and we proceeded to the Governor's Yamen, Canton. On arrival there we were informed that Mr. Tsang Yung- pao was sick and unable to interview us.
We were introduced to Mr. Lien Lai, who styled himself the Acting Director of the same Department. What was said during the interview is in part told by Mr. Braga, whose account, I believe, you have already received.
The interview was a failure. Mr. Tsang in his letter to Mr. Brennan under date May 4 stated that its object was to "establish a friendly feeling" and to exchange views. Mr. Lai by his uncompromising attitude and refusal to allow us to state any views, made this impossible. Mr. Lai is a young
